Flowering without the need of pistils?

I’ve got a Chem Dog/Rug Burn cross that I was fairly impressed with early on, due to sturdy development, but it is been problematic ever due to the fact. Appears a great deal much more susceptible to powdery mildew than my other strains and the leaves have been clawing on it (possibly due to heat) though my other outside plants are fine. It is also flowering later than the other people. Weirdly, it appears like it is beginning to make tiny calyxes (so compact they’re difficult to see in photo) but I’m not seeing any pistils like I am on…
